Fixed: events no longer end early

If everyone stepped out of voice for a few minutes, the bot treated it as the end of the event and posted the recap while the event was still going.

Now a quiet channel is just a lull. While Discord still shows the event as running, the event keeps running — it wraps up when the event actually finishes.
