Wealth decay — optional anti-hoarding (admins) 📉
A new economy lever for admins: an optional weekly wealth decay that skims a small % of coins only from wealth above a threshold (default: above 75,000; anything at or below is never touched). The skimmed coins flow into the lottery pot so they recirculate. Off by default — turn it on with features.wealthDecay and tune wealthDecay.threshold / ratePercent in /config.
